Step-by-Step Application Process
- Register Your Business — Ensure your business is registered with the BRS via eCitizen. You need a Certificate of Incorporation or Business Name Registration.
- Obtain a KRA PIN — Log in to iTax (itax.kra.go.ke) and confirm your PIN is active. The PIN certificate is required at the application.
- Create a Mombasa eServices Account — Visit eportal.mombasa.go.ke and sign up with your National ID or Business Registration Number.
- Add Your Business Profile — Click "Add Business" and fill in business name, KRA PIN, physical address, plot number, and number of employees.
- Select Your Business Category — Choose the correct trade category. Fees vary significantly by category.
- Upload Required Documents — (a) Business Registration Certificate, (b) KRA PIN Certificate, (c) National ID, (d) Lease Agreement or Title Deed, (e) Passport-size photograph.
- Pay the SBP Fee — Via M-Pesa, debit card, or online banking directly through the portal.
- Download Provisional Permit — Issued automatically after payment. Valid while the physical inspection is pending.
- Inspection & Final Permit — County officers inspect your premises. After approval, the final SBP and Fire Certificate are auto-generated on the portal.

Mombasa requires Kenya Tourism RegulatoryAuthority (KTRA) clearance for hotels,
restaurants, bars, and tour operators before the SBP is issued. Skipping this step means your
SBP will be flagged or cancelled later. Also note: dimensional signage fees are mandatory
and calculated based on the size of your business signs — bring exact measurements when
applying.
